Bishop Dolan diminished the anti-abortion focus of the 2018 San Diego Walk for Life by telling marchers that pro-life means not just fighting for the unborn but also fighting for immigrants and the “whole host of questions that come after” abortion. Many marchers held banners that advocated for open borders. One local media outlet said the march felt similar to the nearby feminist “Women’s March” held the same day in protest of President Trump. Bishop Dolan concelebrated a mass for “families of the LGBT Community” with San Diego Bishop Robert McElroy and 16 priests in October of 2017. Before being named auxiliary bishop of San Diego in 2017, Dolan served as parish priest at St. John the Evangelist Church, the most notoriously pro-LGBT parish in the San Diego diocese. While pastor at the pro-LGBT St. John the Evangelist Church in San Diego in 2016, Dolan attended the 2016 San Diego Diocesan Family Synod. Dolan told the synod that the lack of diocesan attention to LGBT Catholics in San Diego was “the elephant in the room.” He lamented that young people accept the “LGBT experience” but the diocese lags behind on it.
